REQUIREMENTS FOR REGULATING THE CONSTRUCTION, MODIFICATION AND OPERATION OF HELIPORTS

Objetivo

Objective

El objetivo de la presente Circular Obligatoria es que los concesionarios y permisionarios  de los helipuertos, efectúen las acciones necesarias para que las características físicas, instalaciones, equipos y recursos que  integran  los  servicios  de  los  helipuertos,  así  como las  superficies  limitadoras  de   obstáculos;   cumplan  con  las  especificaciones  contenidas en los documentos  del  Convenio  sobre  Aviación  Civil  Internacional,  y  demás  suplementos, resoluciones, manuales de apoyo y notas de estudio que emite dicho organismo.  Documento  de  aplicación  obligatoria  en  los  Estados  Unidos   Mexicanos según lo  ordenado  en  el  primer  párrafo  del articulo  cuarto  de  la  Ley  de Aeropuertos  y de su Reglamento

The purpose of this Obligatory Circular is that the concessionaires and permit holders of the  heliports, may carry out the necessary actions so that the physical characteristics, facilities, equipment and resources that comprise the services of the heliports, as well as the obstacle limitation surfaces comply with the specifications contained in the documents of the Convention on International Civil Aviation, and other supplements, resolutions, support manuals and study notes issued by said entity. This is document of mandatory application in the United Mexican States as so ordered in the first paragraph of article four of the Law of Airports and its Regulation.

Con fundamento en lo dispuesto por los artículos 4, 6 fracción V y 36 de la Ley  de  Aeropuertos; 30, del Reglamento de la Ley de Aeropuertos;  18 fracciones  XIII,  XXII y XXXI del Reglamento Interior de la Secretaría de Comunicaciones y Transportes; y de conformidad con el procedimiento señalado en el numeral 3.1. de la Norma Oficial Mexicana NOM- 011-SCT3-2001, “que establece las especificaciones para las publicaciones técnicas aeronáuticas", publicada en el Diario Oficial de la Federación el día 3 de diciembre del año 2001

Based on the provisions of articles 4, 6 section V and 36 of the Law of Airports; 30, of the Regulation of the Law of Airports; 18 sections XIII, XXII and XXXI of the Internal Regulation of the Secretary of Communications and Transportation; and in accordance with the procedure indicated in section 3.1. of the Official Mexican Standard NOM-011-SCT3-2001, which establishes the specifications for aeronautical technical publications," published in the Official Daily of the Federation on December 3, 2001

Aplicabilidad.

Applicability.

La presente Circular Obligatoria aplica a todos los concesionarios y permisionarios de helipuertos y/o aeropuertos que contengan una instalación de esta naturaleza

This Obligatory Circular applies to all concessionaires and permit holders of heliports and/or airports that contain a facility of this nature.
