THE GENERAL LAW TO PREVENT, INVESTIGATE AND SANCTION TORTURE AND OTHER TREATMENTS OR CRUEL, INHUMAN OR DEGRADING PUNISHMENTS IS ISSSUED; AND VARIOUS PROVISIONS OF THE FEDERAL PENAL CODE, THE LAW OF THE NATIONAL COMMISSION OF HUMAN RIGHTS, THE LAW OF THE NATIONAL PUBLIC SECURITY SYSTEM AND THE INTERNATIONAL EXTRADITION LAW ARE REFORMED, ADDED AND REPEALED

ARTÍCULO PRIMERO.- Se expide la Ley General para Prevenir, Investigar y Sancionar la Tortura y Otros Tratos o Penas Crueles, Inhumanos o Degradantes.

FIRST ARTICLE.- The General Law to Prevent, Investigate and Sanction Torture and Other Treatments or Cruel, Inhuman or Degrading Punishments is issued.

GENERAL PROVISIONS

Artículo 1.- La presente Ley es de orden público, interés social y observancia general en todo el territorio nacional.

Article 1.- This Law is of public order, social interest and general observance throughout the national territory.

Todas las autoridades, en el ámbito de sus competencias, deberán promover, respetar, proteger y garantizar en todo momento el derecho de toda persona a que se respete su integridad personal, protegiéndosele contra cualquier acto de tortura y otros tratos o penas crueles, inhumanos o degradantes.

All authorities, within the scope of their powers, must promote, respect, protect and guarantee at all times the right of every person to have their personal integrity respected, protecting them against any act of torture and other cruel, inhuman or degrading punishments.
