Decree that Establishes Programs of Temporary
Importation for Producing Articles of Exportation
The Secretary of Economy has issued
reforms to the Maquiladora Decree and the Pitex Decree
designed to streamline some of the paperwork and processing
required from Maquiladoras. The language of the introduction
is a little bit stronger than we have seen, the Maquiladora
industry is now a "priority sector" for the Federal
Government and that it is necessary to "eliminate obstacles
to the operation of companies and to develop the control
from the present schemes of excessive restriction towards
retroactive schemes of control." An objective of these
reforms, according to the decree is "to give legal certainty
to the exporting community."
This updated version of the translation of the Decrees
includes the last 2 versions of the documents. It may be
useful to compare the previous decrees to see exactly what
the reforms appear to include. The reforms, additions, and
cancellations are color coded in the documents so that you
can easily review the reforms.
