Changes in Mexican legislation in December 2006
As usual there were many legislative changes at the end of the year.

REGULATION of the General Law for the Prevention and Integral Management of Wastes -- effective Dec. 30, 2006

We have been waiting for two years for this new Regulation for Hazardous Wastes. This is  the most important environmental legislation in years. The requirements established in the Law for Prevention and Integral Management of Wastes are finally clarified and the procedures and requirements are established for the handling plans that generators, producers, distributors, importers and exporters must prepare, the new designation of wastes requiring special handling and wastes generated by the end of life of finished products, categories of generators and their registration, criteria for service providers, storage and collection centers, reutilization and recycling, specific requirements for the importation and exportation of hazardous wastes, the new bond and insurance requirements, remediation of contaminated sites, risk studies, etc. This regulation is the most progressive in the Americas and compares to the European Union's requirements for handling plans for the disposal of electric and electronic products.

We should expect many reforms to the NOMs and at least 14 new NOMs to be issued this year related to this Regulation.

This Regulation applies to everyone in the chain of responsibility of hazardous materials and wastes - from importers, exporters, transporters, manufacturers, distributors, retailers and deserves a thorough review.

This new Regulation cancels the Regulation of the General Law of Ecological Equilibrium and the Protection of the Environment in Matters of Hazardous Wastes, published on November 25th of 1988 in the Official Daily of the Federation.

The National Commission of Minimum Wages, a department of the (STPS) Secretary Of Labor and Social Welfare, acting under Article 570 of the Federal Labor Law which states “minimum wages will be set each year and will take effect on the first day of January of the following year,” publishes every year in December, in the (DOF) Official Daily of the Federation, the revised minimum wages by profession. 

the new general general minimum wages by profession and geographical area compared for the last 5 years are on the web site - you can download a free copy.
