SEMARNAT-1993, Until Sept. 23 you will receive both NOM's with the purchase of either.

This NOM contains a step by step procedure for defining a waste as hazardous.

SEMARNAT - Is a Cabinet level department of the Executive Branch

Regulation of LGEEPA in the area of Hazardous wastes.

The Regulation of the General Law of Ecological Equilibrium and the Protection of the Environment in Matters of Hazardous Wastes, published on November 25th of 1988 in the Official Daily of the Federation is cancelled Dec. 30, 2006 and replaced with  the REGULATION of the General Law for the Prevention and Integral Management of Wastes is effective Dec. 30, 2006


This Regulation provides the framework and format for handling hazardous wastes during manufacturing, handling, storage and disposal.

DE RESIDUOS PELIGROSOS
  REGULATION OF LGEEPA ON MATTERS
OF HAZARDOUS WASTES
CAPÍTULO I
Disposiciones generales
  CHAPTER I
General Dispositions
 
ARTICULO 1o.
El presente Reglamento rige en todo el territorio nacional y las zonas donde la nación ejerce su soberanía y jurisdicción, y tiene por objeto reglamentar la Ley General del Equilibrio Ecológico y la Protección al Ambiente, en lo que se refiere a residuos peligrosos.
  ARTICLE 1.
This Regulation is in effect in all the National Territory and the zones where the Nation exercises its sovereignty and jurisdiction, and has as the objective of regulating the General Law of Ecological Equilibrium and the Protection of the Environment, in what is referred to as hazardous wastes.

ARTICULO 2o.

La aplicación de este Reglamento compete al Ejecutivo Federal por conducto de la Secretaría de Desarrollo Urbano y Ecología, sin perjuicio de las atribuciones que correspondan a otras dependencias del propio Ejecutivo Federal, de conformidad con las disposiciones legales aplicables.
 
ARTICLE 2.

The application of this Regulation is the responsibility of the Federal Executive branch through the Secretary of Urban Development and Ecology, without prejudice to the authority that corresponds to other departments of the Federal Executive, in conformity with the applicable legal dispositions.
Las autoridades del Distrito Federal, de los Estados y de los Municipios, podrán participar como auxiliares de la Federación en la aplicación del presente Reglamento, en los términos de los instrumentos de coordinación correspondientes.
 
  The authorities of the Federal District, of the States and of the municipalities, can participate as auxiliaries of the Federation in the application of this Regulation, within the corresponding framework.  

 

ARTICULO 3o.

Para efectos de este Reglamento se considerarán las definiciones contenidas en la Ley General del Equilibrio Ecológico y la Protección al Ambiente y las siguientes:

 
 
ARTICLE 3.

For the purposes of this Regulation, the following definitions contained in the General Law of Ecological Equilibrium and the Protection of the Environment will be utilized:

Almacenamiento
:
Acción de retener temporalmente residuos en tanto se procesan para su aprovechamiento, se entregan al servicio de recolección, o se dispone de ellos.
 
Storage

Action of temporarily retaining wastes before being processed for their utilization, delivered  to a collection service, or disposed of.

Confinamiento controlado:

Obra de ingeniería para la disposición final de residuos peligrosos, que garantice su aislamiento definitivo.
 
Controlled confinement
:
Engineering project for the final disposition of hazardous wastes, that guarantee their permanent isolation.

Confinamiento en formaciones geológicas estables:
Obra de ingeniería para la disposición final de residuos peligrosos en estructuras naturales impermeables, que garanticen su aislamiento definitivo.
 
Confinement in  stable geological formations:
Engineering project for the final disposition of hazardous wastes in impermeable natural structures, that guarantee their definitive isolation.

Contenedor:
Caja o cilindro móvil, en el que se depositan para su transporte residuos peligrosos.
 
Container:
Moveable box or cylinder, in which hazardous wastes are deposited for their transport.

Degradación:

Proceso de descomposición de la materia, por medios físicos, químicos o biológicos.
 


Degradation:
Process of decomposition of a material, by physical, chemical or biological means.

Disposición final:

Acción de depositar permanentemente los residuos en sitios y condiciones adecuados para evitar daños al ambiente.
 
Final Disposition:
Action of depositing permanently, wastes in sites and conditions adequate for avoiding damage to the environment.
