0. INTRODUCTION

0.1. Que de acuerdo con lo establecido en el artículo 4 de la Ley Federal de Sanidad Vegetal, las medidas fitosanitarias se aplicarán para el combate de plagas que afectan a los recursos y materias primas forestales maderables y no maderables.

0.1 That according to that established in article 4 of the Federal Law on Vegetable Health, the phytosanitary measures will be applied for combating pests that affect the resources and raw forest materials that are wood and non-wood products.

0.2. Que de acuerdo con el citado ordenamiento legal, las medidas fitosanitarias se determinarán en normas oficiales mexicanas y tiene la finalidad de prevenir, confinar, excluir, combatir o erradicar las plagas que afectan a los vegetales, sus productos y subproductos.

0.2 That according to the aforementioned legal ordinance, the phytosanitary measures will be determined in Official Mexican Standards and have the purpose of preventing, confining, excluding, combating or eradicating the pests that affect vegetables, their products and by-products.

0.3. Que la importación de madera aserrada nueva ocupa aproximadamente el 80% del total de importaciones de productos y subproductos forestales.

0.3 That the importation of new raw lumber occupies approximately 80% of the total of imports of forest products and by-products.

0.4. Que el aumento del comercio internacional de este producto para satisfacer la demanda nacional, incrementa la posibilidad de introducción de plagas de cuarentena a México, las cuales representarían un alto riesgo potencial de causar impactos ecológicos y económicos.

0.4 That the increase in international commerce of this product for satisfying the national demand, increases the possibility of the introduction of quarantine pests to Mexico, which would represent a high potential risk of causing ecological and economic impacts.
