LAW, REGULATION, OR NOM - what is the difference?  

THE FEDERAL LAW FOR PREVENTING AND ELIMINATING DISCRIMINATION
(Published June 11, 2003 reformed Nov. 27, 2007)

This law prohibits and defines discrimination, based on Article 4 of the Mexican Constitution which took effect in 2003.

Article 4. For the purposes of this law, discrimination is understood to be all distinction, exclusion, or restriction that, based on ethnic or national origin, sex, age, disability, social or economic conditions, conditions of health, pregnancy, language, religion, opinions, sexual preferences, marital status or any other civil status, that has the effect of impeding or annulling recognition or the exercise of the rights and the real equality of opportunities of persons.

Discrimination also will be understood to be xenophobia, and anti-Semitism in any of its manifestations.
