0. INTRODUCTION

La discapacidad ha representado un problema de salud pública, sujeto a cambios relacionados con el momento sociopolítico que vive el país.

Disability has represented a problem of public health, subject to changes related to the sociopolitical moment that the country is in.

La Organización Mundial de la Salud reporta que a nivel mundial el 10% de la población padece algún tipo o grado de discapacidad; por lo anterior, se estima que en México existen actualmente poco más de 9.5 millones de personas que presentan un tipo o grado de discapacidad; estas cifras se presentan de manera diferente en las entidades federativas del país, incluso en el interior de ellas por las diferentes condiciones económicas, sociales y culturales, tales como la pobreza, la marginación social, el déficit en la atención, la malnutrición, el acelerado crecimiento de la población, la falta de una oportuna prestación de servicios de salud, las desigualdades sociales, así como todo aquello relacionado con la cobertura de acciones dirigidas a prevenir y restaurar la salud de los integrantes de la comunidad, y los cambios sociales que han desencadenado acciones de violencia extrema.

The World Organization of Health reports that at the international level 10% of the population suffers some type or degree of disability; in light of the latter, it is estimated that in Mexico there are presently a little more than 9.5 millions of persons with disability; these amounts are presented differently in the states of the country, including in the interior of them for the different economic, social and cultural conditions, such as poverty, social marginalization, attention deficit, malnutrition, the accelerated growth of the population, the lack of an opportune rendering of health services, the social inequalities, as well as all that related with the coverage of actions directed to preventing and restoring health of the community members, and the social changes that have unleashed actions of extreme violence.

El artículo 4o. Constitucional otorga a toda persona el derecho a la protección de la salud. El Plan Nacional de Desarrollo 1995-2000 señala el compromiso de lograr la cobertura universal de salud, avanzar en la equidad y en el mejoramiento de la calidad de los servicios, por lo que para el futuro, es necesario hacer cambios en los sistemas institucionales de salud, que faciliten el trabajo en equipo multidisciplinario, responsable de ejercer acciones congruentes que marquen las estrategias de cómo organizar programas de atención integral para personas con discapacidad. Estos profesionales de la salud, deben ser personas de diferentes disciplinas comprometidas con el desarrollo de los programas en materia de prevención y rehabilitación biopsicosocial, basados en el diagnóstico integral que indique el tratamiento a realizar durante el proceso de rehabilitación, buscando con esto una atención oportuna y adecuada, que favorezca su integración basada en el respeto y garantice el ejercicio de sus derechos y la igualdad de oportunidades, a las personas con discapacidad.

Article 4 of the Constitution grants all persons the right to health protection. The National Plan of Development 1995-2000 stipulates the commitment for achieving universal health coverage, advance equity and in the improvement of the quality of services, for which in the future it is necessary to make changes in the institutional systems of health facilitate the multidisciplinary team work, responsible for exercising congruent actions that designate the strategies for organizing programs of integral attention for persons with disability. These health professionals must be persons of different disciplines committed to the development of programs in the areas of prevention and bio-psychosocial rehabilitation, based on the integral diagnostic that indicates the treatment to perform during the process of rehabilitation, looking for with this an opportune and adequate attention, that favors its integration based on the respect and guarantees the exercise of its rights and the equality of opportunities, to persons with disability.

Esta Norma Oficial Mexicana tiene por objeto, establecer las reglas que deberán observarse en la atención integral a personas con discapacidad.

This Official Mexican Standard has the objective of establishing the rules that must be observed in the integral attention to persons with disability.
